If their ebay account is associated with their interior design license then they could get busted.
A lot of fabric makers try to avoid getting their designs ripped off and keep track of who they ship samples to.
If these were sample size fabrics then they are legally allowed to resell those BUT only 1 to a customer or if it gets out of hand that company might lose their license.
Otherwise everybody would order three yards, ship it to China and Korea and get it half off.

But there might be a time liit on this. For example, a Scalamandre embossed stripe for this season might lose its exclusivity by a year from now. If interior decorators have extra warehouse inventory from projects never ordered (or paid for) they can sell that.

I think that a wholesale license is a good idea... it opens up a world of buying opportunities.

Also, in my state you need a retail license to sell to local stores.  It's free to set up!
